Project Empire Rules: NOW OPEN! (see updates on Forum)
General Rules:
In Minecraft, almost anything is possible. Because of this reason, using exploits or glitches in this server are a bannable offense. Duping, exploiting a glitch or plugin to create items, is also not allowed. With regard to mods, we have a simple general rule. Any mod that gives any player an unfair advantage over players that don't use it is not allowed. If another player does use it, they will be punished. That includes Xray, Nodus, and MobRadar, and any other third party clients. When in doubt, ask an admin if an addition to Minecraft are allowed.
Account Rules:
In this server, multi-accounting is prohibited. Therefore, only one account per player is allowed. We treat all accounts as one entity. If you have an issue with your account or you feel that your account is being hacked, used without your permission, please contact a moderator or administrator over the forums. They will ban your account from the server until you give us the clear. If you need or want to simply change your account, please notify a staff member such as one of our Admins. If we see that a player is logging in with more than one account, we will ban all connected accounts and remove the possible money they would have illegally collected. A player may choose which of the accounts while the other is banned. Simply logging in with more than one account to obtain money or property of others is taken as an offense which comes with consequences. If you join with more than one account on the same IP, but are on different computers with a friend or sibling, please tell the staff member so that no consequences are taken for no bad reason.
Chat Rules:
We like to keep the chat as nice and clean as we can. Therefore, it is taken as an offence to insult other players or staff, swear excessively, spam chat, or troll within the chat. Also, advertising and recruiting is prohibited. Because we aim to provide a server for all ages, it is not allowed to type sexually explicit language. If you are using countdowns, please start from 3 to prevent spam from countdowns. The chat is also used to make deals with other people. It is important to note that if you make an agreement with someone, you are expected to follow through with it. If you plan to make an agreement with a group, please make sure that every member of the group has given permission to go through with the agreement.
Property Rules:
It is not allowed to troll, grief, or damage property owned by other players. Property can be land owned by other players, but also to animals, pets, inventory, and anything that may belong to another player. For that reason, it is illegal to break into players' property, steal or take anything from their property, as well as the property that they own by simply removing their ownership, without their permission. If a player has given another permission to remove such items or property, the player must provide evidence that can be recognized by the staff such as a screenshot of the logs or the log file. PvP is not allowed in any form, unless in events hosted by admins. It is not allowed to trade anything in-game for something outside of the game. When having land regioned outside of the pre-zoned areas by a staff member, approved by the state government(s), keep in mind that the state has every right to purchase the property back at the amount the player purchased the land for. The state government(s) must go according to procedure for such an action. Therefore, if player feels that his or her property has been taken by the state government(s) without notifying the player or paying the player the money purchased for the land, it is the right of the player to report such action and for Project Empire staff to assist the issue. Nether portals (other than the government owned portals) are not allowed anywhere in the server.
The Eyesore Rule:
This is a rule that applies to the Federal Government only and may or may not have a regard for other state government(s). Of all the buildings that are built there, we expect that they fit into the city and look nice. We don't expect everyone to build pieces of art in every building they make, but we do expect everyone to build buildings that would appear "appealing" to a majority of the players and staff members. The Federal Government and most state governments (*approved by the Federal Government), decide whether a building is an eyesore or not. If a building is marked an eyesore, a sign will be placed on the plot, notifying the player that they have two weeks to change the building. Also, the player will receive an in-game mail, and we will try to contact the player over the forums if player has created a forums account. If the player fails to improve the building sufficiently, the eviction can be executed. The plot will then be put up for sale by the Federal Government or state government(s). There is a specific rule regarding the height of skyscrapers in government cities, such as the city of Metropolis. The height of a skyscraper cannot be over six times the size of the smallest side of the base of the building. Most cities such as privately owned cities must create their own eyesore rule as well, meeting most of the same standards as this rule.
The Common Sense Rule:
If there is anything that is not included in these rules, that gives someone an unfair advantage or damages other players, ask the admins if it's allowed or not. We expect people to be able to understand when something they want to do is in the 'grey zone'. When in doubt, always consult a staff member. If an admin or moderator tells someone to do something, failing to do so will be seen as rule-breaking. If you don't agree with something an admin says, post it on the forums. A serious attempt at doing something that would break a rule is treated as breaking the rule.
Privately Owned City Rules:
Every privately owned city (a district within a state, under the jurisdiction of a county) has to be approved by the state government(s) before it can open. To get approved, a city needs to have a board of rules, within a city or town hall. A staff member will lock the signs of the rules, once they are approved. The land value of the city is already pre-regioned as a plot that can be sold by a player. There will be a sign where a player can click to purchase at the end of a highway junction, where a city is connected to the rest of the highway systems in a state. It is not allowed to build a city that is not connected to the highway systems and not approved by the state government(s) of the particular state. The state government(s) have jurisdiction over every county of the state that the government(s) are assigned to. Every future expansion of the city has to be approved by the state government and must be a minimum of size of a 40x40 plot or 8000 blocks. Every plot that's sold in a privately owned city needs to have the greeting "By buying this plot you agree to the rules of this city". The greeting also needs to contain the coordinates of the city's rule board or city hall. Finally, a town has to look reasonably nice before it will be approved. Approval of a town or city might take up to a minimum of 24 hours. If a city owner wants to evict a player from a plot, they have to follow the special eviction rules for private cities.
Apartment Rules:
Apartments can only be rented out, not sold, such as condos. Server wide apartment rules apply to every apartment that's rented out: -If the renter hasn't joined the server in over 2 months, the owner of the building can evict the renter. -No dripping liquids through the floor of the apartment. -No farm animals in the apartment. -No chestshops inside the apartments. These are the only rules that owners of apartment buildings may choose to add to their apartments. These owners should tell players what rules they enforce when they rent the apartment. Apartment and home owners have the right to charge any amount of rent that they may charge to a player. However, scamming or rigging the region signs for renting or selling is illegal.
Staff Rules:
Staff members are important to the server. Therefore, if a staff member asks you to do something, we expect you to comply. If you fail to comply, action can be taken against you. If you feel like a staff member isn't doing their job or breaking the rules, and you want to report one, do it on the forums. Staff members are expected to follow the rules and to know their boundaries.
Road Rules: Driving is a privilege on the Project Empire. Therefore, as a player, you hold responsibilities on the road. When driving, always stay on the right side of the road. It is illegal to drive off the pavement or drive into restricted property such as in the plots or in/on buildings and structures. You may not block roads or block other drivers from the road. Sitting afk in a minecart (car) is considered an afk machine and is prohibited. No leaving minecarts (cars) left on the road. Failing to follow any of the rules of the road, player will be either fined, jailed, or completely removed from their driving privileges.
Property Rules (Suburbs) There are some special rules that apply for only the main suburbs in Metropolis (main spawn city). All houses located on the small isles of the coast of the main suburbs cannot be modified in anyway on the exterior. Players who buy these houses may modify the interior but any modifications to the exterior is prohibited. Additionally, the first four townhomes to the left at the entrance of the suburbs may not be modified on the exterior as well. These are high-class, one of a kind, premium houses that have been handcrafted by the developers of the server. If you are unsure of which of these plots (houses) qualify for these special rules, just ask one of our administrators in-game.
Wilderness Rules: The wilderness is specifically for mining and free roaming. Therefore, it is illegal to own a region within the wilderness, beyond state(s) limits. Also, it is prohibited to buy or sell with the use of chestshops or any other marketing or business within the wilderness. The wilderness is located just passed the state(s) limits where you will see a large iron bar on all four sides of the state(s). If you are unsure of where the wilderness is or if a spot anywhere within the map qualifies for these rules, just ask one of our administrators or mods in-game.
State Rules (Applies to State Governments & State Officials): As a state governor or state official, there are some regulations and restrictions when it comes to maintaining a state. A state is loyal to the federal government, therefore, it is illegal to block off the rest of the country to form your own country. It is illegal to block off official state routes such as highways. States must have an official government structure such as a capital and stock market. States may choose where their highways will be as well as their cities but a state must at least have one connection to the rest of the state(s) and must have at least 2 city locations within the state. A state’s economy may differ from each state therefore, giving state governments and officials the ability to manage their own economies, using the same currency as the rest of the country (the empoleon). The state is responsible for their own expenses and income which means, they are allowed to tax their residency as well as place a sales tax. State(s) have the right to reclaim land at anytime with a prior notification to the owners of their property either for a city or a private region. State(s) must pay the amount the player(s) have bought the land for as well as pay for any other expense that the player(s) invested in the land, such as building material, resources, etc. State governments and officials are elected every six months by the players who live or of residency of the state. Outsiders that have no residency in a particular state may not vote. Additionally, state governments and officials cannot “pass” or decline elections to stay in office. Once a player is voted into office, previous state governments and (or) officials must resign their positions. A player may be elected into office as many times as they want, there is no restriction on how many terms a player can serve as a state governor or state official. States may choose however it wants to zone their land such as for agriculture, cities, industry, mining, etc. Nonetheless, the Federal Government (including the owner of the server Wolf_D3t0nati0n, as well as server staff members) have full jurisdiction to any and all states. The Federal Government has the right to override the state governors or officials at any time for any reason may be but may not modify or get involved with other state affairs such as how they are being maintained and functioning. The Federal Government has the right to tax any and all states. Also, the Federal Government has the right to assist any and all states (with a request and approval by the state government and officials). States must pay the initial E5 per block for expansions as well as approval from the Federal Government. All forms of government may not use creative mode or free money in order to build and expand. Simply creating blocks or money to supplicate a project or expansion is prohibited. The states including the Federal Government has to pay for material as well as land for projects including but not limited to: highways, expansions, cities, etc. States have the right to loan from the Federal Government. However, the Federal Government has the right to set restrictions to how much they can loan to any state. When making agreements, all forms of government must follow the (as well as all other rules): “Chat Rule: if you make an agreement with someone, you are expected to follow through with it.” Therefore, If you make a deal with anyone, no matter what position in the government or rank in general you have, you must follow according to the terms and conditions you agreed to, within the deal. Company & Business Rules: In order to track who owns a business and who is employed within a business or company, all business owners must be registered by the Federal Government, which applies to all states. This allow helps the server staff track any fraud or stolen property including company assets or sales that may happen. Server Administrators (and soon moderators) are responsible for registering a business or company with the Federal Government using our custom server plugin. The plugin monitors and logs all company or business activity, including sales, company assets, employees, etc. If you are unsure if your company or business is registered with the Federal Government, just ask one of your administrators. Any business or company that is not registered with the Federal Government is illegal. Players will be either Fined, Jailed, or severely punished, such as taking away all company assets, balance, etc. Only the Federal Government and sever staff have jurisdiction in this matter. State Governments have no authority in these issues. Furthermore, companies or businesses that make less than or equal to E5,000 per week are not required to hire any employees. Companies or businesses that make more than E5,000 but less than E15,000 per week is required to hire at least up to 5 employees. Companies or businesses that make more than E15,000 but less than E30,000 per week are required to hire at least up to 10 employees. Any company or business that makes more than E30,000 per week may have a minimum of 10 employees with no maximum amount. This is to ensure the gap between the rich and poor is somewhat “controlled” and balanced as well as reducing the unemployment rate. If there are not enough players to fill the required amount of employees in a company or business, business owners may continue growing their business but are required by Federal Law, that these positions are still open to players until they are filled up. In other words, companies or businesses must keep a notification to players that they are in need of employees, such as a “Now Hiring” flag on a region and is advertised at the Federal Employment Office, located at spawn. If you are unsure that your company or business is meeting these requirements, just ask a staff member and they will help with your questions and concerns. Company & Business Registration Requirements:
In order to start a company or business, a player must first register the business with the Federal Government. In order for your company or business to be registered, the starting business must first meet these requirements:
Business must have a physical location such as a plot that is already built. (example: office, factory, shop, etc)
Business must have an available name that is not a registered already in the Federal Government and is not an actual “in real-life” trademark or company in the real world.
New Business owners must have upfront proof of income such as a balance that is at least 1k to start with, not including money that has been spent for a plot or other company assets.
Please note that the Federal Government has the right to approve or decline any application for business registration for any reason. Also note that players are not allowed to register or start a business exactly the same as a business that has already been registered. For example, Octan is a registered company owned by ~Wolf. He has all rights to his company and therefore, a player cannot register a company that is also named “Octan,” without the permission of ~Wolf. NOTE: These Rules May Be Edited In The Future. Stock Market/Exchange Rules: (Applies To The Main Stock Market/Exchange: Project Empire Stock Exchange” Also Known as PESE) Note: Other States stock market/exchange may vary In the stock market/exchange, a company or business is allowed to sell assets as investments in the stock market/exchange. Company owners have all rights to enlist their assets but must also follow this guideline as well as these rules:
-A company or business that has assets worth E10,000 or more may apply for an enlistment of company assets on the stock market/exchange.
-A company or business may sell some but NOT all company assets.
-A company or business may have to pay a commission or fee in order to enlist their company assets at the stock market/exchange.
-Insider Trading is illegal which means, it is not allowed for a player that works for a company to invest in company assets of the same company. For example, It is not allowed for player ~Billy to buy stock from the same company that he works for, since he has knowledge about the company's background and can easily tell when it's the best time to invest. This can hurt the company which is why it is illegal. -Private sellings of company assets is legal. This means that if a company or business does not wish to participate in a stock market/exchange but wants to sell company assets to people such as selling assets of the company to a former employee(s), this is perfectly fine.
-A player interested in buying stock from a company but has no knowledge about the company or how the stock market works has the right to hire an economist specialist- or bond trader (a realtor who sells company assets). A bond trader may be recruited from the company to sell company assets. An economist specialist may not be recruited but usually is someone who has knowledge about all companies and works for a fee.
